My bet is that the driver of the Jeep was distracted - possibly by a cell phone - saw that the car in front of him/her was going to go through the yellow, glanced down right as the driver in front decided not to run it, and then the crash.

I was nearly in an accident because of something similar. Woman cut me off right in front of a yellow, the woman in front of her decided to not run the yellow, cue brakes, then crash in front of me. Luckily the brakes in the car I was driving worked well.

If the light is changing and you can safely stop that includes breaking hard that is what you are suppose to do. Being able to break hard of course depends on weather conditions as well. But my point is there was plenty of distance.

the light was red. the only way the camera is activated is if you go over the line when its red. you can see at 5 seconds the car start to turn and then stop anticitpating the acident.
