This scene is taken in the Brightwood Tower quest, when you sleep in the bed of Garth's, and you're reverted back as a kid, with all weapons, potions, food, abilities, etc. The kid part is purely cosmetic, and within the quest only.

Halo 3 has DLC's and Add-ons for extra levels, if anyone modded anything it would require hacking the disc which would require a program made by that person but they would need to bypass Microsoft and Xbox protection and disc content to do so.
