All proposed rules, amendments, transmutations, or other changes to the rules, must be capable of being read in their entirety within ninety seconds. This must be done in an understandable fashion. The author will ask for a volunteer to read the rule for him before the vote. He may either accept a volunteer in his stead, or choose to read the proposal himself. Only one person will attempt this reading.
If the Author reads, and is unable to read the rule within ninety seconds, he shall lose five points. If a volunteer reads, and is unable to read the rule within ninety seconds, he shall loose 2.5 points.
If the player who attempts to read the rule is unable to read the rule on time, and has ingested any alcohol within the last 32 minutes, he shall loose an additional 3.2 points.
It requires a lot of paying attention to rules and making sure that the proposals are fit for our current rule set. It's very challenging and, while it doesn't look like it to a non-player, it's very fun.
