I think it is all the rubbish with the G-8 stuff going on. Also remember that yes, police can ask you for your gaijin card or passport anytime (and many do for himatsubushi), you are also allowed to note down their name and badge number. I have a friend who got tired of being pulled over by lazy police while he cycled to and from work along Yasukuni Dori, and found this was an effective way of shortening the interrogations.
