Many measures are taken to collect, store, and conserve water but still the water in any given area is limited, specially in dry years. So when an area runs short on water, it has to use more imported water which costs more money and consumes more energy. But won't the water evaporate from the ground, and then condense - turning back in to water?
I thought it was called the water cycle. So how is it being wasted? it will come back later in the form of rain.
