The story is pretty simple, it's not about anyone dying, its about his marriage dying. While he was away on tour with genesis his wife apparently was cheating on him with the painter, he even had a concert where he had a paintbrush and bucket by his piano, look it up.

@gman570p thats just an urban legend...its actually told that he witnessed a drowning when he was younger, and saw the guy who did it at one of his concerts...but he wrote this song while going through a divorce..there was never any drowing

Collin's cousin somehow started drowning and Collins was screaming for help. Collins saw this dude on the pier drinking a beer and looking directly at them smiling. Collins's cousin drowns and later in the years he start investigating the location trying to find the dude. Well after an intense investigation he finds the dude, by the then the dude was married

Did you notice the paint jar on Phil's piano? Although Phil has called it a coincidence (perhaps tongue-in-cheek), it's likely a subtle swipe at his ex-wife who had an affair with a painter/decorator.
