Your settings are fucked up then. I don't think the 9600 GT is a gaming card. I'm not sure though. try toggling with all the settings then the advanced settings. There is a light option, I think it was called Vertex lighting or something. It was basically having great lighting or crap lighting. that would make the game look nasty for sure. and there is an option to have shadows as well, not that you'll be looking at them a whole lot when you're in multiplayer, you just won't have the time lol.

doesn't mean it's a gaming card, it's just newer than the PREVIOUS generations of cards. 30-40 FPS is so so, I prefer 60-100 FPS. I'm sure the 9800 GTX is the gaming card and the 9600 is like a cheapo card that can play games, but still want direct x10 etc., and want to keep it affordable

Better yet the GoldSrc engine that the first CS used was based off a modified Quake Engine, and the Source engine still has some code of the GoldSrc engine. So in a way Counter Strike is based off Quake.
