Judges are very powerful and they can fuck you up. Ansem is the president, and Congress is made up of Nobodies and Heartless.

Their chair height is based on how they're "feeling" that day...that's what Nomura said in an interview, but I don't really get it...(it's probably just me being slow again XD )

I personally think it should be, but it's not. If you look, Axel and Larxene have their seats at about the same level, and Zexion and Luxord's seats are even a little lower than theirs. *shrugs* IDK. It's just not by rank, although Xemnas is always at the top.

The Chief Justice is always at the top while the Associate Justices are lower. They may however adjust their seats.
