No many independent organizations, many non partisan showed Gore winning by a fairly large (400 votes) margin. In addition many blacks were wrongly put on a felon list saying they could not vote. The number was only 200 but in an election this close it would have mattered. It is not a conspiracy to think that the five conservative judges voted against the recount.
