you can only do it on rb2, first of all and second of all you have to go to rock band tour on rb2 then u see rock shop! hope this helps! yaahhh lolz

maybe it's because you're not connected on the Xbox 360.

Or if you are playing at rock band 1 on the wii or on the PS2, you cannot create characters. Or if you're only making solo quickplays, you won't be able to chose or to create a character
