MW2 had so many rights but had some wrongs too, and those wrongs were game breaking. Black Ops hit most of the problems that MW2 did not but also fixed the wrongs in MW2. Black Ops is a slow paced game but also emphasizes the strategy aspect. They are both absolutely great games but appeal to different people. Personally I find WaW the best but again, personal opinion...

Modern Warfare 2 was more of a run and gun game. In Blops you have to be really fucking good at the game to do the running part of run and gun, and still get a good score. But still - the game is a lot better, there's a lot less bullshit. When I die in Blops - I get outplayed, when I die in MW2, its commando, or killstreaks fucking my shit up.

However on Blops - I only got killed by the high tiered streaks like 30 times, and I'm on 7th prestige. Whereas my kills with them are in the 1000s.
