Tubular cast on

wendyeaston: It looks like a provisional cast on but it isn't. The white yarn is basically waste yarn and is removed after you basically double back and pick up the other color of the cast on. I can't say it as well as she demonstrates it ;0)

Isn't this really a provisional cast on which is sometimes confused with tubular?
