we need 4 trillions' worth of infrastructure. That's, what, 6 trillion after poorly regulated contracts are signed? It sucks to have to be cynical about this, but quite honestly it has already gone beyond what's acceptable. Ok, so we put a few people to work with our money (it's our money, don't forget about that) in hopes that making it flow through the economy a few times will kickstart economic growth. But won't the market instead just adapt to soak the most stimulus money possible?

The last book I read (turned the last page a few nights ago) on NAFTA was - Confronting Globalization by Wise, Salazar and Carlsen, says something different than you.
