I think the problem in general is the ranking and unlock systems. Cheaters and boosters just try to level up without beeing catched and from there play normal. For me having children, a job and a life.... playing some hours a week ... it will be impossible to reach the highest rank. If the game would be for the fun only (battlefield 1942 for example), less kids would cheat...

Our brains can't distinguish frames past 20-25 fps so 30 isn't exactly what I would call sluggish. As for outdated, my ps3 and my mates xbox play the game at what would be high graphics settings. Not bad to say ps3 costs 200 quid, half the price of the equivalent PC. Not really outdated now is it?
