The bowl of that whistle looks awfully large in diameter for the bell. For best performance the OD of the slit should be identical to the ID of the bell. If the steamsheet is outside the bell you will get lots of hiss but little performance.

A good leaf blower makes more noise. I was on campus when they did the test and thought it was a leaf blower.

It seems like the gap needs adjusting, because a whistle that size should have much more tone and less steam hiss.
