This is Mario Paint Polygon Studio, meaning you get to create your own 3D models. Obviously the person playing made a Gamecube model and played the game using that.

I get it. You created a 3D object, and one of the options was use it in microgames, later that idea was used in Warioware...but I think they are remaking it...seen the DSi trailer? There's a Warioware game where you make the games!
The title of this software is Mario Artist which was only ever released on the N64DD (Nintendo 64 Dual Disk) and served more or less as a development type software. The whole thing was only ever released in japan.
