My Club(a partnership) we have fights and intoxication problems all the time(not what I am used to) and one of our bartenders was assaulted when refusing to serve an intoxicated male,and we had to employ a small security detail,which is the best method of dealing with these types of incidents.Make sure you always have some good form of communication between the staff and security,prevents this kind of thing happening(a small radio or buzzer).
You didnt really explain about cutting somebody off. It's not usually as simple as just giving somebody a glass of water, although that can help.
The easiest and safest way to cut somebody off as a bartender is to just simply say "no more drinks buddy", and make conversation with somebody at the other end of the bar and dont make eye contact with them until they've left.
I've worked a long time as a bartender and also a doorman. Dont patronise people, be straight, this avoids aggression.

I work in a very small irish bar in a town in England.
Some people who have been drinking there have done for longer than i have lived, its very very difficult to refuse these people.
None the less it must be done as its the law, give me a random drunk thug to refuse over a 85 year old man anyday of the week.
