1.The horses reigns have been gathered by another person standing in front of the horse.
2. Whoever gathered the reigns then pushed them towards the horses neck causing the horse to shy away, and move backwards.
3.The rider who was trying to remain in control of the horse by holding the reigns was pulled downwards and was dismounted as he reached for them.

What they dont tell you with all this "You dont have to pay it back until you earn over 21k is that you are incuring interest every day until you do earn over 21k (Which some may say is the exact point of going to Uni!) Its simply a way of ensuring you are in debt for life to the government. (And no, I am not a student)
