Nice recorder! Never seen a Telectro brand before. As for the hot chassis issue, I have to be very careful if you have the high setting which is 220V, set it to 120V, and never let go. I had the same issue with the 1970's Kenwood receiver a long time ago, after turning the radio on, the chassis gets very hot and smoke comes out of the unit. I unplugged the receiver and never have to turn it on again. Hot chassis is a dangerous unit, so avoid it at all costs.
I did connect a hot chassis DIY phono preamp to my amplifier once. Blew out the input selector chip (the chip case is cracked) and the sound card on my computer (which was also connected to the amp). So, now I know that if I connect a chip to 220V (where I live it's 220V) I get a bright flash of light from the chip.
I would probably buy an isolation transformer to use with this recorder, since I also do not want to get shocked.
did you put too high in microfarad of the filter caps? I once had a similar loudness issue on a non-transformer amplifier. Good to know you know the hot chassis rule. Sorry to hear you learned it the hard way!! I use an audio isolation transformer ALWAYS with the computer just to be safe. Or just unplug the power supply and run on battery if using a laptop.
That sounds really muffled, has the heads been cleaned and demagnetized yet? I hope there not worn out. It should surely sound better than that. With a "hot chassis" is it dangerous to touch? I wouldn't use that here because the voltage here is higher and would fry it, and our house's wiring is not very good and has voltage on the neutral wire. if I plugged it in the "hot chassis" wouldn't be properly neutral and really would be hot/live.
@CassetteMaster i tell ya, this recorder,( thogh muffeld terably) makes my mouth water. hm, mabie its because im eating a moon pie,but ether way, i like it.

i think the reson why the the sound is very quiet is becoase of bad non electrolytic caps but i dont know.
