Actually the dance form is English! There are lots of American Morris (they spell it Morrice) teams in the US. These guys are the cream of the crop.
There is a dance form called Calusari that is similar and other forms wear bells on/below their knees, wave hankies or clash sticks as well but no one knows any connection between them and Morris. No one knows for sure what Morris's roots are.
The song is also called "Sich a getting up stairs" . Weird isn't it ?

This bears such an amazing resemblance to some Middle Eastern dances! I didn't know we even had American folk dances like this!
