To actually receive a signal just by chance from some planet thousands of lightyears away is so incredibly low.

And to receive the entire signal is even lower, well over a 1000x lower probably to even recreate 1 pixel on a TV.

The only real way we could really get any signal would be if some alien race turned a pulsar into a binary beacon of some sort.

If there are intelligent lifeforms in our galaxy, then they would have had to have discovered the same things that we have, e.g. radio, TV etc. All those signals from their radio and TV shows (as well as other electro-magnetic signals) would surely have been inadvertently/deliberately transmitted out across space.
