Jurassic Park Operation Genesis. You build a park full of dinosaurs and exhibit them to the public, but once you complete all the side missions (which are sort of mini games separate from the main park building simulation) you get whats called Site B where you get a whole island to let the dinosaurs roam free on with no people, that's what he's using there. It's actually a really fun game (and yes dinosaurs can break through the fences and kill the public :D).
