well, Drake doesn't have a bike, Sasword doesn't have a bike, TheBee, Kickhopper, Punchhopper didn't have bikes. most of the Ryuki riders didn't have bikes. Riotroopers rode bikes, but were never considered Kamen Riders(until they showed up in DCD as cards), Hibiki didn't have a bike till like, ep 20. Zanki and Todoroki never had bikes at all. Leangle and Chalice didn't have bikes as well.

So yeah, bikes rarely are a prerequisite for the Heisei riders.

The secondary Riders of Kabuto (except for Gattack) had bikes, but they were the generic type with just the insignia changing depending on the Rider.
