ELS is the problem not the solution. It looks great "light-wise." But the mod itself creates many performance and visual glitches. I was trying to convey sadness in that someone has figured out how to script light effects like this without replacing the vehicle 200 times a minute. I'm guessing for a mod like this the model is replaced about 4 times a second... :\

Last information I had is that in order for IV to use this many lights the vehicle must be deleted and replaced with a copy to work in this manner. The model (ambulance in this instance) must be replaced many times per second (in-game) in order to display this many lights. That is why when you get out of the car the door something funny while the lights are on e.g.: the model is being replaced while you're getting out. That's all. I mean mad skillz to who made it but... :(

Personally I would prefer an ambulance exactly like this one without the ELS because it looks WICKED. stock lights are fine for me because they work without destroying performance or causing visual glitches which make the ambulance 10x better. I wouldn't sacrifice performance and visuals for one vehicle, no matter which vehicle it is :\ :)
