Look, I'm a drummer. Mr. Bieber does have some drumming talent, but he really doesn't practice and develop it, so he doesn't play that well from a professional perspective. He's not using sticks because the sound would be too loud and it would overwhelm the other musicians. Of course he's not using the brushes as you would playing jazz, but there's certainly nothing "wrong" with playing this way for a softer sound.
