However, the rational need for it to be at the very minimum regional is that impacts to the environment cross state and even regional intra-country boundaries and borders. Example: Mississippi River Drainage Basin. Or, groundwater aquifer drawdown in the Ogallala Aquifer. Great Lakes risks to fish, wildlife, and Human health. Southern California development/land use and it's affects on groundwater into the Desert Southwest. To name a few.
