the anime is jigoku shoujo or hell girl.

I've only seen one episode, so I don't really know what it's about, but it seems that noe girl is being bullied, she hears about a "hell-hotline" that helps her to get revenge on a certain someone.

And sure, she gets her revenge, the mean persons soul gets dragged down to hell. But there is a price. Once she dies, her own soul will go to hell too.
