try this command:
sudo chown -R bh7 /opt
(change 'bh7' to your username)

Be aware!
# = root so he is root!
$ = lower level user which is why he is not stating sudo before everything.
If you unpack lampp into /opt/ and your user level owns it (chown opt) then mysql will run as you and not as root. It will fail.
The correct way is to use sudo with lower level privileges to install xampp.
You should not need to sudo su on ubuntu unless you intend to be lazy or have a death wish.
