This is BS guys, 343 said in the Halo Anniversary panel that there is no further customization options coming with the game. This video is clearly edited thats why everything is in black and white and then with red. Look at 0:14 on the left side of the visor, he accidently colored out of the lines when making this BS. There is also no hack for this, its not in the game nor can it be modded in. This is just another guy who was neglected by his parents and tries to get attention elsewhere.
