I happen to conduct this kind of music back in 2005. When he gets crazy at the end, I conducted that part really hard and crazy. It goes like this. When he sang "THIRTYNIIIIIINE... THIRTYNIIIIIINNNNE... (GASPS) ... FORTYYYYYYYYY-EEEE!", I lifted up and shake my hands so hard.
I remember this from early childhood. That voice really creeped me out, this and the legendary 'Pinball' skit were the only bits from Sesame Street that prevented me from sleeping at night.
I think that Sesame Street made a decision in the 80s to expand their number lessons to go up to 40, because I didn't see this stuff since I was a preschooler in the early 70s when Sesame Street was a new show. They only went up to 20 back then.

I was singing this at college today and all my mates where joining in and we all sang it in front of the crofters staff that's the cafe name at my college and we scared them with our high screaming pitches of 39 and 40 it was so funny. THANKS SO MUCH for posting this! I don't remember the voice starting so low, but I definitely remember the "Thirty-NIIINE...FORTAAAAAY!!!" but I thought the ending was more manic. It never scared me, but it was annoying, although not NEARLY as annoying and loquacious as Grover's "Near and Far" sketch.
Being a musician, I now find this more interesting than I did as a kid. Like most kids who watched this one, I was freaked out by it!! What Jeff Moss is doing here is going from a low F to a high F in perfect order, both vocally and musically. His yelling at "39" seemed like it scared the dots enough to shake lol!! And at "40", it seemed like the dots exploded (it appears as though they were made of light)!
Man, that must have hurt Joe Raposo's throat by the end!

I remember that one, didn't seem to have a point beyond the counting. The pig's faces were cute, but tended to blur together after a while.
What would be fun would be putting the "screaming forty" voice with the piggy faces.
