Well I have been in Monterrey myself, and there are a lot of Chinese people living there now, but most of them are hard working that usually own Chinese Restaurants.
Thanks for doing the ground work. It's just a low income housing development, of which there are thousands and thousands in Mexico. They are made out of brick and concrete, and do have a space to park at least one car. If your income is higher you can get something much bigger and nicer, but for a newlywed couple it beats renting an appartment. There's nothing secret about them, you can travel in Mexico and have them take you to the model home. This whole thing is incredibly stupid.
