He also said that he created Hulk to be specifically the strongest one; he wanted a hero who could physically surpass and defeat any opponent no matter how strong or resistant that opponent was. However, Thor is way more powerful than Hulk.

@Izayoiaki24 Power is not the same as strength. Power encompasses everything that a character can do because of all of their attributes, such as strength, resistance, speed, magic, matter manipulation, omniscience, omnipresence, flight, etc.

Thor is way more powerful than Hulk, but Hulk is infinitely stronger and more resistant than Thor. However, since Hulk's base strength and resistance are far lower than those of Thor, Thor could win if his first hits are strong enough to knock him out.
