If Patrick has entered your draft zone, he has 15 seconds (USAT Competitive Rules, WTC usually requests a dispensation to allow 20 seconds) to pass you and move the leading edge of his front tire beyond the leading edge of your front tire. If he has not entered your draft zone, then you are correct; no rules address him in relation to you, but they apply to him passing the same cyclist you're both passing.
