Are you using 32-bit or 64-bit?

There shouldn't be a problem running it on 32-bit but if you're running 64-bit then you may need to run it in Vista SP2 compatibility mode or Windows 7 compatibility mode. I have Skype installed/working on my PC, netbook and in a virtual machine running Windows 7 and Windows 8 Developer Preview, both 32-bit and 64-bit

have you tried a compatibility mode like Windows XP SP3, Vista SP2 or if you're a Windows 7 64-bit user - Windows 7?

I had that problem where it would be become unresponsive before changing compatibility mode in 64-bit, seemed to do the trick.
