They say if the lights/gates are stuck you are supposed to call 911 and let them know that there is a gate stuck and flashing and no trail approaching because you are correct you are not supposed to go when the gate is down even if there is no train. The before going over the railroad tracks you are supposed to wait until the guards are are up and the lights are off before proceeding across the tracks. In our state we just had a girl got hit by a train because she walked around the gate
