Conflict of interest is when you hold a job position that serves the people and you make decisions that conflict with the Job title or the positions responsibility's like a police officer or a judge for the most part federal or state employees...
If you take money from a conflicting party of interest that conflicts with the regulatory laws or the Constitutional laws than they audit you and you have to pay I think 15% of what you got and face criminal and civil charges for the damages or RICO.

The recently passed hate crime bill is now in the arena of civil laws and lawsuits and is a tool that can ultimately be used to defeat religious or cult criminal organizations like the Freemasons or the order of Rose croix Templar, because they think that everyone should worship Jesus Christ and god or face the wraith of their cults in the form of withholding rights and goods and services that keep people alive...
The paperwork for it is like an I.R.S. Audit...
