I'm a drummer and bigbaby182 is correct. In all the live videos you can clearly see that he only uses one pedal. It's not that hard to play those beats if you're used to it on a single bass pedal.

Only Metallica's drummer uses a double bass pedal for simple beats.

Live there is definately double bass in most of the songs, i dunno if he uses 2 pedals, he may use the heel and toe technique, but there is definately 2 rapid bass drum kicks in most of the songs, like error operator, spin, 20/20 surgery....

I think it's either some kind of Wah or phaser, you should be able to find a pedal or whatnot to make either effect. I'm not 100% sure though, I play guitar, I don't sing. Sounds awesome though.
