The driving force behind this and most environmental (and many economic and social) problems is human overpopulation and over-development. A geographic area with a carrying capacity of around 15 million people can't support the more than 38 million now living in California.

Many problems could be solved AT NO CO$T if people would limit their child-bearing to no more than two kids per couple, and stop moving here. Reducing the demand for water will reduce "shortages."

Rivers are dead or dying all over America. Rivers fill with chemicals that are contributed from manufacturing, power companies, farming, lawns, recreation, etc. The rivers flow along & bring whatever it receives from whereever it gets it, to whatever happens to be swimming in it or drinking from it. Rivers feed into bays & contribute to the killing of bays along with all the chemical ground runoff & acid rains it receives. Ice caps & glaciers are melting & freshwater rivers are dying. Grim!
