actually you can unbrick psp's without a mod chip, theres a special piece of hardware that allows you to connect and write directly to the FLASH0 allowing you to write the firmware and system files back into place meaning you can easily write any firmware version into the flash0, I should know i sell this service on ebay for £15 :P

If your PSP is semi bricked. i.e you can access recovery mode then no. AS long as you have the 1.5 downgrader files in the right place. You the PSP/GAME/RECOVERY/EBOOT.PHP file and you have everything the right place then you can successfully downgrade to 1.5 and then back up to a OE or OE-A Firmware version. I already have having my custom firmware for 2 days :P

The hardware are fine. The flash memory need to be re-flash with the workable firmware(software). Only Sony has a tool to re-flash.
