@ThePersBoy you need to be playing for 100% corruption, or at least NOT for 0% corruption. You need to kill enough Spree peasants.. I think 100... kill at least 10 women, and destroy the 16 houses in spree, then they will present you with the first "maiden", Haystack Hillary, as a sacrifice. You can then capture 10 women scattered throughout Spree and the Green Meadows. They dress in scanty outfits, but otherwise they just walk around your throne room looking pretty.
