Well, mainly because there isn't footage of Barney on fire (at least not on the show). Plus, when this was made back in 1992, there was no internet, no fire clip art, no After Affects, no Photoshop, and Macs where only in black & white. The most advanced software available at the time was Deluxe Paint on my Amiga 3000, an 8-bit paint/animation app. 16 colors, hi-res, 640x480 or 32 colors, lo-res, 320x240. Even if the idea crossed my mind then, it wouldn't have looked anywhere near convincing.
