Even now they give people the hope of getting P.R. there, and then after they have paid taxes and thousands of dollars in fees, they will deny them. Then they will tell them they can try again if they want. It's a bit of a scam. They are happy to take your money, they just don't want you to be there. The only way that many Indians could get to Aus is if they forcefully invaded the place.
