K if you look at the cut scene where he becomes the arbiter in Halo 2, they claim his failure to protect halo was an act of heresy, they branded him as a mark of shame and they made him the new arbiter because he was still useful even though he was stripped of all ranks. Case in point just look at his cloaking technology. If you listen to the in game dialog they tell him that his cannot support continuous cloak while the regular elites can. And Halo Wars does count there were other arbiters.

Master Chief took out 1 scarab in halo 2, and 2 or 3 in halo 3. So, carter, emile, and noble six are just too lazy and retarded to kill ONE scarab. If the game allowed me, I coud have easily killed that scarab from knowing how to do it in halo 3 and halo 3 odst. So, emile did go out in a badass way, he fought back.

@MatthewLervold You are an idiot. In Halo 2 the scarab couldn't attack you and in Halo 3 you had lots of help to take fire and distract the scarab, not to mention the impressive weapons cache. In that cut scene in Reach you have assault rifles and no vantage point. And on the health pack issue, in case you hadn't noticed, they try to make cut scenes more realistic. A first aid pack isn't going to help a spike in the chest, you would need immediate surgery, Spartans are human after all.
