@YaDenmark it doesn't have a falcon wingbeat or wingshape at all. It's an immature bald eagle. You can tell it's a fish eagle by the slight gull wing shape of the wing. And being in WA state, well, it's a bald eagle. Go watch some peregrine videos and you'll see the fast, clipping wingbeat. FWIW, I've been a falconer for about 30 yrs and have seen lots and lots of both falcon and eagles flying.
