To tell a male from a female you have to look at their fins. The males will have longer fins and brighter colors, its to impress the female. Also during mating season if you put them in a tank the males will have white breeding pot on their gills, but you have to look at them from the side of a tank.
I'm not an expert, I cannot tell that. I'm sure some people are able to, though. I read somewhere that there are subtle differences if one knows what to look for.

You can also tell the ones that do all of the chasing during mating season are the males. ;o)

You can only really tell when goldfish are older, about 1-2 years old. (2 is better.)
Females take on a rounder shape, and before spawning, males get these little white "pimple" things on their gills called "tubercles".
