I am in the Army, more specifically I am a Sapper and this machine actually takes away from the shooting aspect of fighting, it is purely for heavy lifting. And no a .50 cal SLAP round will NOT penetrate a tanks armor, it will destroy a truck. But a Sabot will take it out.
This will never fly because of one reason: price.
Yeah sure they could do it. In fact they've been able to do it for years. But the cold truth is the life of the average soldier is much cheaper with the bare minimum equipment. The cost to send one person wearing an exoskeleton would match that of 100 regular infantry, and superhuman strength doesn't help you fire a gun better as far as the military is concerned.
And I highly doubt the armor could stop a sniper bullet if tanks can't.
Never say never. The reason this is getting seriously looked at by the US military is the fact that the average soldier's carried load keeps going up. Tech of this type would reduce that strain, allowing you to fight better. So in a way, it DOES help you shoot better.
If adopted, likely it will start out for logistics support. As the tech matured it would move on to special use by USSOCOM units.
Oh, and .50 cal, even a SLAP round, doesn't penetrate modern MBT armor.

An AP round from a 50 cal sniper can cut thru a tank's armor and decapitate anyone inside.
Some special shrapnel AP rounds cut thru the armor and spray shrapnel inside the tank.
Basically armored vehicles are becoming death traps.
