So, providing limited birth quota to Chinese pple is necessary and HK shouldn't extend its birth quota to Chinese pple; to treat the "aging of population" problem, HK govern should develop more policies to attract elders to leave HK and live in China; it would be the best solution to reduce the elder problem.
