This will always happen in countries where 1 TRIBE rules and not an elected government made up of all the people of the country. It is the OLD way of rule. The biggest tribe kill off the rest and take all the wealth, this is why trible rule will never work. Same happens when you have rule of the counrty by royalty. A western system of electing a government may not be perfect but it is more balanced.
