Yep, it makes a big difference. Really the tape takes the place of plaster soaked paper towels that I have used in the past.
As to the paint and the plaster layer, I am not sure of the "why" on the paint, but it does seem that it would help adherence of the plaster to the tape.

Wow! I'm amaze at how clearly you can see the definition of the landscape just with the tape on it. Now! Do you paint the tape before the plaster,so it will adhere or for some other reason?
