I played the game through 3 storylines and used guides to help me understand the mechanics of it. It's not hard with that information, but your right it needed to be included. At least you can control when the reel stops with good reflexes lol.
All in all, after playing that game and now years later; it sucks. There's nothing to it, so many of the characters don't get any exposition after they join the party. And the manual fails in almost every way. They even fail to tell the back story.
There's a whole deep and beautiful game once you get past the "there's no manual" part. So, yeah, they made a mistake in making it hard to learn how to play on your own. But if you substitute online tutorials for in-game ones, you can see the game for what it was meant to be. I clicked on this expecting a review of a game. A childish rant about there not being a manual is hardly a review of a game, especially when you barely talk about the game.

In fact, I'd say half the fun is finding out how the game works ^_^. Be warned: this game is NOT for role-playing virgins...

To be honest, I personally liked Unlimited Saga. It does have a very deep learning curve, but once you realized how everything works, it can be one of the most rewarding games you ever play. It's RPGs like that, and Dragon Quarter, that are the most unappreciated.

I bought this game many years ago with a $15 gift card I got. I had to stay within that fifteen dollar limit due to a lack of extra funds. I saw an awesome FFIX wall scroll that I really wanted for about that price, but I wanted a game, and what did I see? This game, with the "Square" label. Being young and foolish, I bought it with your exact rationalization in mind. Played it for about 45 minutes. Never again. Worst money I've ever spent, and I throw money away pretty regularly.

Check out imbiggy's tutorials on youtube, and his Let's Play. One of this game's biggest flaws is that the instruction booklet is horrible. There are a lot of interesting, complex systems in the game that are incredibly rewarding. Problem is you need a lot of effort to learn them. This is not my favorite SaGa game, but it's definitely the most rewarding one, in my opinion. Seriously, if you're a fan of the series, check out imbiggy's tutorials and get into the game. It will be awesome.

I watched about three of the videos but I have no desire to watch around 80 minutes worth of videos to learn how to master a game that, ultimately, does not provide the kind of gameplay and storytelling I've come to expect from the SaGa series. SaGa games have always been experiments, IMO. At least after the Game Boy era.

@hrodwulf People need to stop saying that Unlimited SaGa is like a tabletop RPG. Tabletop RPGs do not use slot machines to determine anything, nor are results almost completely random (modifiers are used to improve the odds toward success / failure). Even if you look at the overworld "board game" map, there is no rolling to determine how many steps you take like an actual board game. Also, I was not expecting a JRPG, but a SaGa game.
@TheRpgFanatic Well, Unlimited Saga does indeed resemble pen & paper RPG and much beyond. The wheel replaces the dice rolls but also adding certain amount of control over simple randomness. Furthermore, the wheel actually evolves as your skills improves, to simulate the effects of modifiers.
Sadly, not everyone have what it takes to truly appreciate the beauty within Unlimited Saga. Everything that seemed stupid or limiting at first glance actually have profound reasons behind the design.

This game really isn't THAT bad. The only major problem with it is that neither the manual nor the game itself really explains how anything works, and it's extremely unintuitive. Read Joewoof's FAQ on GameFAQs and/or watch imbiggy's tutorials here, and the game suddenly makes a lot more sense and is a whole lot more enjoyable.
I actually liked Unlimited SaGa better than SaGa Frontier 2. Neither can hold a candle to SaGa Frontier (my all time favorite) or Romancing SaGa:Minstrel Song though.

Even the FAQs take several hours to read and understand.
Hmmm...search up a video of a Vic Mignogna panel, who was one of the voice actors for the game. I think it might be Tora Con 2008 but don't quote me on that. I was watching a 2008 panel of his yesterday where he talked about this game as one of the 15 video games he's lent his voice to aside from the DBZ games as Broly. The voice actors name for the game was Unlimited Suck.
